William F. West and Joseph Cooper critically examine prescriptive theories of congressional and presidential oversight of the bureaucracy. They argue that the emergent model of executive hegemony is based on faulty empirical premises concerning institutional performance and faulty normative premises concerning institutional roles.

Sheltering the Homeless in New York City: Expansion in an Era of Government Contraction
Donna Wilson Kirchheimer assesses the proximate political factors that caused the New York City government to expand emergency shelters for homeless persons during 1978-1988, a period dominated by governmental retrenchment. She concludes that three factors were most influential: the rise of a new policy community about homelessness, the media agenda, and the response of state courts to a litigation campaign.

Nonprofit Organizations, Government, and the Welfare State
Michael Lipsky and Steven Rathgeb Smith examine the growing use of nonprofit service organizations to deliver public services. They show that despite rhetoric to the contrary that stresses the value of voluntarism, these nonprofit organizations are heavily dependent on government funding and have little independent financial capacity to service broad populations.

Privatization in the United States: Theory and Practice
Jeffrey R. Henig analyzes the intellectual underpinnings of the privatization movement in the United States. He argues that privatization proponents misinterpret the implications of using market mechanisms -- primarily by local governments -- to provide limited public services. This misinterpretation is used to justify their broader, more ideological claims for cutting back the responsibilities of government as a whole.

Domestic Pressures and the Politics of Exit: Trends in Soviet Emigration Policy
Laurie P. Salitan examines the reasons for large-scale Soviet Jewish emigration in the 1970s and 1980s. She argues that a variety of domestic, rather than international, constraints are the primary determinants of Soviet emigration policy.
