American Ideals versus American Institutions
Samuel P. Huntington shows how the gap between political ideals and political institutions creates both tension between "history" and "progress" in American development and also tension between the United States and the rest of the world. He argues that while American power has posed a threat to liberty at home, American power has been generally supportive of liberty abroad.

Mass Asylum and Human Rights in American Foreign Policy
John A. Scanlan and G.D. LOESCHER examine the emerging restrictive U.S. policy toward Western Hemisphere refugees and contend that it is not likely to reduce immigration pressure in the long run. They conclude that a foreign policy that deals more directly with the problem of persecution abroad will be necessary if refugee flow to the United States is to be controlled.

Another Look at Plutocracy and Politics in Antebellum New York City
Amy Beth Bridges looks at the activity of wealthy men in New York City politics before the Civil War. While it is commonly thought that men of wealth "abandoned" local politics in the 1850s, Bridges finds that local politics in these years makes most sense when their activity is taken into account.
