Implementing Federal Programs at the Local Level
Robert D. Thomas analyzes how federal aid programs to localities are adapted to local circumstances through a complex intergovernmental policy process. He concludes that national political officials allow local authorities to negotiate for their set of priorities and mold national program objectives to their diverse local conditions.
