Threat Perception in International Crisis
Raymond Cohen compares six examples of threat perception in international crisis that occurred over the past 100 years. He concludes that a common factor which influenced the relevant decision makers' selection and interpretation of evidence was the appraisal that there had been a breach of "rules of the game" among the states involved.
